Chad Starts First Refinery

Reuters (6/29/11)

N'DJAMENA (Reuters) - Chad has become energy independent with the startup of its first refinery, oil minister Tabe Eugene said on Wednesday at the plant's opening.

The refinery, on the outskirts of the capital N'Djamena, will initially produce about 20,000 barrels of refined products per day before ramping up to 60,000 bpd.

"The opening of this small refinery will assure Chad its energy independence," Eugene said.

The central African country has been a crude oil exporter since 2003, but has long imported gasoline, diesel, and cooking fuel from its neighbours.

The 588 million euro refinery is 60 percent owned by China National Petroleum Company, with state firm SHT holding the remaining stake. Construction began in 2008.

The plant takes crude by pipeline from Chad's Bongor oil basin, and also has an onsite power generator that is expected to deliver 20 megawatts to N'Djamena.
